command argument documentation #9

The -h flag on commands should show some documentation about command arguments as well as flags.

This is blocked on the completion of #5 edit: #5 is complete. Arg sets now declare arguments. But they're is no system for documenting their semantics.

I just added ArgDoc method to Flags and document all the existing commands documents.
