Please, add base64 command.

@yhojann-cl There's a link to a b64 executable and it's source on this page: http://www.distasis.com/cpp/gmail.htm Just search for b64. It's MIT licensed so it can be copied freely. I found a public domain implementation that I like, but this is a good implementation too.
