fixup xrefs and expand abstract and intro #3

This PR does two things:

  1. fixes the cross references (in source and intermediate XML) to correctly point to their relevant entries in the References section
  2. Expands on the abstract and intro to explicitly note this document updates RFC 4329 (a requirement for ultimate publication)
