Support haskell-src-exts 1.20.x #69

This adds support for haskell-src-exts >= 1.20 && < 1.21, primarily adding support for deriving strategies. This should allow many of the packages dropped from Stackage in fpco/stackage#3140 to be reenabled once a new version of haskell-src-meta is released.

Fixes #70.

@bmillwood @mainland Sorry to nag, but would it be possible to get this merged? There appear to be 21 packages in Stackage that are currently blocked on this update.

Thanks! Could you also upload a new release to Hackage? That would make it possible to add it and any dependent packages back into Stackage.
