Discuss creating a 'Metrics Ontology' #23

One of the use cases would be using the descriptions of the different metrics to provide UI tooltips explaining what they are, in the metadata reports. This work may align with "XA6.3 Enrich metadata presentation of terms, links, and identifiers."
