As a user I would like to ensure that my password is stored securely

What steps does completing this issue involve? Backend

• [x] Hash password for new Instructor user using Bcrypt

• [x] Hash password for new Admin user using Bcrypt
• [x] Hash password for new Student user using Bcrypt
