Alter loading of meeting changes #1093

Currently the meeting changes are loaded after the modal opens, then spinner starts. Would prob make sense to load the changes before modal actually opens. This way a meeting is clicked, spinner spins, modal opens. This could be funky though because we also use same modal for new meetings so will need to adjust logic accordingly
