Make Bimserver path independent - Code attached

Hi all,

probably most of users don't want to install bimserver in tomcat in ROOT 
folder. In a more flexible way it shoul be possible to install in folder 
.../webapps/bimserver or similar.
Well this installation does not work as expected, for example the page with the 
server administation refer always paths as if it is installed in ROOT dir.

As an example if we do an installation like above and open the address in a web 
browser:

http://192..168.1.200:8080/bimserver/

We get an error "Could not connect" because page is looking for

"NetworkError: 404 Not Found - http://192..168.1.200:8080//js/bimser..."

wich does not exist at that address. 

With this modified file, shuold work in both cases
