NMR-STAR.dic is 3.2.1.18, misses release date in _dictionary_history.update #55

I suspect that when master branch was reverted to 3.2.1.20 - the combined NMR-STAR.dic file this combined file was not reverted.

That said, release date is missing in _dictionary_history.update for 3.2.1.18.
