Documentation (MTP): Scope #21

Reviewer Beck says: "I would also suggest adding a scope with a small overview of the application."

This falls under the, "Wasn't an IEEE recommended section" and "IEEE says not to repeat information already in reference documents" header, but I'll leave the question open in case you guys want a scope.

If IEEE doesn't recommend it, I advise we do not do it. Or, at the very least, just add a reference to the appropriate document.

User's Guide is already included as a reference, and that includes an overview of the application and who it's for. Closing this.
