Add GPLv2 LICENSE #37

Although all the source code has the term of GPLv2 license at the top of itself, the LICENSE file is necessary for compiling the protocol successfully on Yocto/OpenEmbedded build system.

PR of this patch will be made for backfporting to BMX6 as well after it is merged into BMX7.
