there is some confliction with "navigation map" and content provided sir. So give us a right direction
Navigation map: according to what you mentioned here, obviously there is going to be a unique page for each vector file representation.
For example main service: data services (one page) sub service 1: data management (one page) sub service 2: data analysis (one page) sub service 3: reporting (one page) sub service 4: big data (one page)
content: According to the content, you have given few lines of content for each sub-services. For some services like "Procurement Management," there are only three lines of content. For such small data, creating one page is not recommended sir. It will not create a good user experience.
Our recommendation: we create page only for the main service, and we can include the sub-services in the same page.
