Staff submit print requests to a queue, and then ops does the printing and delivers them.
We decided against automated printing since someone still needs to pick the paper up and deliver it, and since we don't want to accidentally print 1,000 copies of a draft resolution or whatever.
Would be nice to have push notifications / mobile support for ops to see what's needed. Maybe group requests by location, have priority printing times.
