ext/*.bnd not recognised in brand new workspace #435

Create new workspace and new cnf from template. The ext/defaults.bnd and ext/repositories.bnd are not read.

Eclipse SDK 4.2RC4

The following message appears several times in the Error Log: Cannot find workspace location for bnd configuration file /Users/njbartlett/Documents/workspace/bnd/build.bnd

No exception trace available.
