Create local development environment

Need to setup the project local development. This includes:

• Setting up PHP (Apache, MySQL etc ...)
• Setting up composer to deal with project setup and package management.
• Setting up initial symfony project with composer
• Create first symfony test following this tutorial: https://symfony.com/doc/current/page_creation.html
• Create the project databse using doctrine. Follow these tutorials: https://symfony.com/doc/current/doctrine.html#installing-doctrine
