Can't convert string from ISO-8859-1 to windows-1251 #217

I'm trying to decode the string "Ëóãîâûå çàñîëåííûå", expected result "Луговые засоленные", getted result "�� ��������" or ""E'o~a^i^a^ua c`a~n^i"ea'i'i^ua", depends on attempt, image I was trying to do it like this. Or like this image or like this image or other attempts with the same wrong result. Hope you'll help me)
