Rebel vs Imperium without Gathering Storm #26

It seemed very doable, so I spend a little time adding the option. The longest operation is the training, which will be finished tomorrow. For the time being only 2p non advanced is included. Should be testable and reviewable.

Thanks, this looks good.

I will rename "Rebel vs Imperium (only)" to "Rebel vs Imperium only", to keep it in line with "Base game only".

I will also move the code to the patch branch manually, since this PR was opened towards an obsolete branch.

The only issue i noticed in 8 games of RvI only in rc2: 6p isn't supported, but should be.

Are you sure? There are only five sets of action cards combined in those two boxes.

Exactly why I chose to limit to 5 players. If it it without Gathering Storm, then the action cards of Gathering Storm are also removed.
