Namespace creators can earn registration fees #2

In Stacks 1.0, it was possible for namespace creators to earn registration fees instead of burning them. The intent of this functionality was to give namespace creators a financial incentive for building an ecosystem around a namespace. Unfortunately, for regulatory reasons, this functionality was removed.

Restoring this functionality would bring the incentive back and be a positive for the BNS ecosystem.

What is the purpose of an ecosystem around namespaces? Isn't it enough to build an ecosystem around names/subdomains?
