Mouse scrollwheel/nub that works via PS2 does not work via USB #103

I have several 3-button mice of different varieties, some of which feature a 
scrollwheel or nub. Scrolling via the scrollwheel or nub works as expected when 
the mouse is plugged into a PS2 port (via USB->PS2 adapter), but not when the 
mouse is plugged in via USB.

In cases where the scrollwheel doubles as mouse button 3, clicking the wheel 
does work for mouse button 3. However, scrolling the wheel does not scroll.

When plugged in via USB, moving the nub does cause output to appear from 
/dev/mouse.

When moving the nub up:

When plugged in via USB, pushing the nub up or down will occasionally produce a 
very short scroll before the nub again becomes unresponsive.
