/dev/consctl missing

Upon rebooting after rebuilding my system, /dev/consctl is missing. 
Consequently, no users can start rio.

kbdfs exports that. make sure /srv/cons is mounted to /dev. 
init should have mounted it for your using /lib/namsepace.
