user directories in hg

i think we should remove /usr/bootes from the hg repo as once installed
we wont be able to write to the files anymore (permissions).

tracking user directories with hg seems to be a bad idea in general as
the user is supposed to adapt and change it.

the installer/iso build process should generate them (bind some hg
tracked user template)

also, its questinable if you need bootes at all... why not just use
glenda as the cpu servers hostowner?

Sounds fine to me. I went with bootes because that's what was in the Labs' wiki 
page for setting up a combined auth/cpu server.
