Add /help #2

There needs to be a "Help" button or menu on the top navbar that takes you to online help for the hub. This should be implemented as a new blueprint that is registered to /help.

At a minimum there should probably be a useful /help/about, and /help/overview for a broad overview of how to use the hub.
