Keyword Resource File Documentation Rule #42

There are rules to require each atom contain rules (RequireTestDocumentation and RequireKeywordDocumentation), and one to require test suite file documentation (RequireSuiteDocumentation), but not one to require that a keyword resource file contain documentation. Could a rule be added to require this, e.g. RequireResourceDocumentation or RequireLibraryDocumentation or some such?
