Minimalist support of some IRC features I needed support of.

As I first declared in README:

This bot deliberately prefers IRC to Skype!

If you cannot map actions from Skype because of its internal limits etc then don't map them from IRC to Skype either. If there's more interesting stuff going on IRC, then Skype users will step by step migrate to IRC side of the bridge. And people using Skype can still follow the conversation, but not take part of all the fancy stuff available on IRC. At least that's what I feel is right.
