Ability to decline a techtile. #100

I've modified the code, so now it's possible to decline an up, and even for stdTechTile not in a free position you have to declare what you want to do. SO you are getting p1 build lab -1x2. tech gaia. up gaia.. Is this fine with you?

That's good. Still a few tests messing up.

Yeah, problem is that Gleens have up-nav missing from original income, this is messing up full game and yesterday's test :(((((
