Don't always auto use brainstone for spend 3 pw #198

Hey for Taklons you automatically use the brainstone, but in some circumstances you would want to keep it in Bowl 3. For instance if I had power of 0/0/7b and I wanted to form a Fed (say racing for the top of a track or adv tech and need a fed) then I would want to convert 3pw to 1ore and use 3 power tokens instead of 1 brainstone to make those 3pt into satellites.
