Check the engine behaves correctly

[ ] When player can't rescore federation (#46)
[ ] When research field of tech can't be upgraded
[ ] When gaining a tech tile and no research field can upgrade (also in gaia phase with itars)
[ ] When gaining a tech tile but no tech can be gained (also in gaia phase with itars)
[ ] When building a federation but no federation token remaining

There's probably more to add to that list
