Faction code #86

Based on #85

Move as much faction code as possible to the faction files.

Also, currently, if itars have their PI and more than 4 gaia tokens during their gaia phase, they are forced to discard them to gain a tech tile. Made the DeclineLeech command a generic 'Decline', and added it to the itar's gaia phase. (#40)

I added a 'new-changes' branch on gaia-viewer to adapt it to the changes, if you want to test them with viewer.

@rzulian If you approve all three PRs you can just merge this one & close the others.
