Allow players to decline advance research #96

They can use the generic "decline" command.

Also now, the player will need to choose the research track even if they take a regular, non-free tech tile

Maybe the decline command should be changed to also show what is declined.

Instead of decline, do decline 2pw or decline tech or decline up.
