Convert README files to markdown formatting #211

Convert README files to markdown formatting so they render pretty, and in the process also clean up some details where things could be updated.

Note: this will need to be merged either prior to or after #210 so that I can then update the merge conflict that will transpire in README-smartnet.

I have pulled and merged this change across all pertinent branches (dev, master, gr310). You can make any other merge conflict resolutions now, before I look at the other proposed changes
