After asking about the line of stars in the mail thread (here), I checked the original French publications of the Goncourt's diaries. It seems that the entries in this preface weren't included. I also checked other editions of Germinie Lacerteux (in French and English), but none include the second preface.
I'll gladly replace the thematic break with vertical elision, as I do think the <hr>
is distracting and confusing, but there's no stronger argument for it than for the other options.

is doing both hyphenation and spelling (see the commit message at the end of step 14 of the Step-by-Step), so the first message should match that message. The second commit is merely the "manual" part of modernizing spelling and doesn't need a separate commit (again, per step 14). It's not a big deal that it is separate, but since it's not impacting hyphenation at all, and it is impacting spelling, the message should be "…Modernize spelling" if it stays separate. The third Modernize commit should have the same rewording as the first one.
