Device unavailable after HA restarted #2

Hi there! Seems like there's a bug that prevents device to work after HA restarted. For example for regular MQTT integration with auto-discovery config - messages should be retained to work correctly with restarts

Everything will be available after first device message. I don't know how to fix this.
