Wsdt/fantom faucet #46

Added Opera configs, and a minor script to authFaucet for setting the claim amounts.

Also added the current state of the Boba Faucet here.

Once that is approved, then I would add the faucet to the environment variable on AWS for the meta tx API (Gateway).
