ATTACHER: Doesn't check for pathname overflow #53

Attempting to attach /DATA/DEVELOPMENT/MERLIN8/IRQTEST for example, it overflows a buffer and crashes.

The filename should just be IRQTEST anyhow, drop the rest of the path!

Fixed this and bumped up the version to 2.1.3. This fix will be included in 2.1.3, whenever it gets released.
