Prepare oik-cli.php as a shared library file #15

oik-cli.php will eventually be loaded as a shared library file. As such it needs to be implemented using the approved method; checking and defining OIK_CLI_INCLUDED as "0.9.0".

Also fix a Notify message when BW_TRACE_CONFIG_STARTUP is defined but BW_TRACE_ON isn't.

This change is delivered in oik-batch v0.9.1, but there are no tests.
