libs/bwtrace.php is a shared library file delivered by oik-bwtrace and also by the oik-lib and oik plugins. If these are active, particularly the MU version of oik-lib, then we get Notices when the new BW_TRACE_level constants are used but not defined. We need to ensure that the constants are defined regardless of the level of the bwtrace shared library file.
