Update the PHPUnit tests so that they run under PHPUnit 8 with WordPress 5.3.2

Change setUp to return void
Add name to testsuite
Ensure wp_generate_attachment_metadata is available
1) Tests_shortcodes_oik_background::test_bw_background Error: Call to undefined function wp_generate_attachment_metadata()
