Implement PHPUnit tests for shared library functions #6

Having developed a fix for bobbingwide/oik/issues/67, I then considered developing a test case for it. Then I asked myself, where should the test case be implemented?

My conclusion was that, for the time being at least, it should be part of the oik-libs shared library repository.

So the first PHPUnit test for the shared library repository will be a unit test for libs/oik-depends.php
