Register nivo shortcode on oik_loaded #1

in v1.14.0 there was a change where the nivo shortcode is registered in response to oik_add_shortcodes. Previously it registered the shortcode in response to oik_loaded.

This created a problem for some sites.

Proposed solution

revert this change
