Fix the code to fit version 4 of @actions/github. Fixed missing parameters in action.yml

@Tallyb what happened here? I'd be happy to review an octokit upgrade, but not sure I appreciate the action being republished :)

Hi, I had to test it with my build. I do plan to delist it. I closed the PR as it crashed...
