Upgrade to octokit
Update action.yml
Add linter
Pack with ncc (instead of publishing node_modules)
Add tests infrastructure
Create a workflow to test the action

OK, so that was a bit of a Yak shaving... The huge number of changes is because of the node_modules removal (used ncc instead).

Thanks for your work on this @Tallyb , I'm happy that you're finding (a variant of) this action useful! 🎉 However, I think I'll be making my own approach for this sometime soon, so I'll close this PR for now
