ci(ports): allow custom ports for develoment instance #579

Resolve #471

I got tired of the slow reloading of filewatcher on OSX, so I moved my development instance to my Linux server, and work remotely using vscode over SSH.

These changes are needed because that linux server also runs my production instance of openhab and the ports conflicted.
