Fix #596 by not looking at THING_ACTIONS_MAP at all.
This is an alternative to #614
It assumes that the scope is just the first part of the thing uid. I have tried this on my production system and it seems to work. Would there be any situation where a thing may have multiple scopes? I haven't come across it.
