Additional features for Date/Time

Support Java LocalTime in TimeOfDay#between? This is handy because we can use ZonedDateTime.toLocalTime(), e.g. getting sunrise/sunset time from Astro binding returns a ZDT -> toLocalTime() ready to be used with TimeOfDay#between?
Support Ruby Time, LocalTime, and ZonedDateTime +/- with Duration
Support <=> between ZDT and Ruby Time; and between LocalTime and TimeOfDay
Rearrange the Misc section:
- Put Logging, Metadata, Semantics, Persistence first. Should we "promote" them one level up?
- The rest are alphabetically sorted.

I feel that time.md could use a bit more, but I'm really bad at writing docs. Waiting for more inspiration.

Not much else I can think of to add for now. If needed, the docs can be updated in a future PR.
