If answers to first 2 "expertise update __" questions are the same, tell the user instead of asking "Why has your experience/interest changed?" #110

Maybe it should still update, however, just to reflect that the data is current.

This was done in https://github.com/bocoup/bots/pull/139/commits/728ad288531af9b63f79921826433048268996cf#diff-40f04f73e5ce9a6607ee9ceda4de25a8R86.

Note that while it displays a message, it doesn't update anything.
