support command `pombot stop` #120

When the user says pombot stop in the same channel as pombot, do the following:

Pom IS NOT RUNNING

@sender, there is no pom currently running, I can start one if you ask me to with pombot start.

Pom IS RUNNING

@here, cancelling pom, there were X minutes remaining.
