When the user says pombot i will [x] in the same channel as pombot, do the following:
Pom IS NOT RUNNING (break status does not matter)
Sender HAS NO REGISTERED TASK
@sender will [thing]. We are just waiting for someone to start the pom. If that's you, type “pombot start” to begin
Sender HAS REGISTERED TASK
@sender, you already registered the task [previous thing], I have changed it to [thing]. We are just waiting for someone to start the pom. If that's you, type “pombot start” to begin
Pom IS RUNNING
@sender, there is a pom currently running (over in [#] minutes), you’ll need to join the next one!
