Broadcast playback #4

Re-broadcast events as previously logged. This will simulate broadcaster interaction during television program re-airing.

An admin should also have the option of exporting + playing back this Popcorn data in a custom page, using the same tools.

(User story: if PBS editorial staffer wants to show a single segment on the blog, she creates a video segment, exports the JSON from the whole broadcast, trims it, and writes an HTML page using the same map center plugins that underlie the broadcast view.)
