Bug in drag-and-drop #121

@tkellen tells me that there is a bug which makes drag-and-drop unusable. Given that we are adding a ~~sixth~~ fifth dropdown to each utilization (see gh-120), this interaction is more critical than ever.

@JasminRuth @MattSurabian @incompl Any information you have related to the problem will be very helpful, even if it's not immediately reproducible.

I haven't been able to get the drag feature to work at all lately. I'm using Firefox 42.0.

@incompl Hm, I can't get 42, but I just confirmed intended behavior in 41 and 45. Can you explain what happens when you attempt to drag and drop?

Does the "source" utilization element travel with the cursor?
Do the "target" utilization elements update as you drag over them?
Are any error notifications displayed?
Does the state of the application change if you refresh after dragging-and-dropping?
