Feel free to close this as wontfix if you feel it is too obscure...

It should not be possible to assign work to an employee until they actually work at Bocoup. To my knowledge, the only place this has happened is in Jasmin's Full Staff Review phase. If an employee starts on Wednesday of a given week, Monday and Tuesday should not be available for editing. Similarly, if an employee doesn't work at Bocoup at all (as in viewing historical phase weeks) they shouldn't appear at all.

To be considered "complete", this new enhancement should not only take into account the employee start_date, but also the end_date. No need to close; I've just labeled it as an enhancement.
